First of all, Mewtwo is a Psychic Pokemon, and also a Legendary Pokémon. The only way one can obtain a Mewtwo, is by first obtaining a Mew, and then to next start the cloning process using a cloning machine in order to turn Mew into Mewtwo.
Keep in mind that every Mew only has three opportunities to be cloned into a MewTwo, and some attempts may fail due to the process being so fragile.
